Because those other heroes, even ones born with their powers, are anomalies. Mutants however are the next step in evolution (not how it works but go with it) and regular homo sapiens fears that because they bigoted and uninformed, kind of like certain people fearing migration because they know their own history. The comparison is good enough.

I haven't read anything since Avengers vs Xmen which happened in 2012. But I think a story arc just ended where mutants had literally their own nation. So no, I don't think they work for the US or any human government.

No, the "weak " aspect of white replacement theory is about raw numbers, in that the minority is a smaller population. And that is also analogous to the mutants who are a vast minority to the number of non mutants on earth. There was an estimated population given at some point but its like a percentile of the human populace.

True. Most mutants have useless powers or ones just a tiny bit usefully. The comics only focus on the cool powers so it's what we see. But it's not representative of the vast mutant population
