Being on time means arriving at the exact or scheduled time for something.

Gadget made it to the wedding on time.

In time means before a certain deadline or moment in the future.

Callie would realize in time that you are a great guy.

or

We got here just in time.

So while they are close double so for the second one. In time can mean more things.

I feel like you'd use "on time" in a context when you're trying to get close to a specific point in time; "in time" when there's a limit (which may either be a span, eg "in 5 minutes", or a deadline, eg "by 3:30") but there's no problem if you finish/arrive/etc early.

"On time" I would expect happened specifically at the deadline. Like if you were due to start work at 8 am, you clocked in at 8 am.

"In time" I would expect happened at any time before the deadline.

"Just in time" I would read as essentially the same thing as "on time", but with the sense that there was some urgency involved or that it was a close call.
