I think where I'd want to draw the line is something like "Does the developer plan to offer a continual trickle of new content, balance patches, maybe even events? And thus continue transforming the game to keep it new?" (in contrast to creating a new distinct game). So something that receives a few bugfixes, or maybe one piece of DLC at some point down the line, is not live service. But anything with regular content patches, expansions, DLC packs, and so on almost certainly is --- THIS IS WHAT I HATE A BOUT EVREY WEBSITE!!
