gomu is japanese for rubber

Luffy is supposed to be a RUBBER man

not a gum man

Localization is not translating word for word, it is taking the spirit of what is being said and making it make sense for your intended audience.

Once you see Luffy use his powers you get he is rubber-like. He doesn't need to scream that out every time. Gum-Gum sounds more fun and is easier to do for lip-synching.

"Gomu gomu" is what they say in the Japanese version; "rubber rubber" is the same syllables so it can't be a matter of lip syncing

Gum gum is absolutely the correct translation. The Japanese word is from the Dutch word gom, which has the same root as the English word gum.

It's the same word.

The author was very hands on with the Netflix series and could have easily changed it to "Rubber Rubber" if he wanted to, since a bunch of other changes were already being made. He didn't. He chose to leave it as "Gum Gum."

You're ignoring the fact that I was referring to the mouth movements for "gum" vs "rubber." They're different. Animators will typically animate mouths in a way that makes the character look like they're pronouncing a certain word. In this case it's "gomu," which would be similar to "gum" and not "rubber."

It depends. Trailing vowels tend to get dropped based on the following word, for example "desu"

You'll hear the trailing u pronounced when someone says "desu yo" but you won't hear it if someone says "desu ne" I'm not a master of minutia & exceptions though so best way to figure this out is to just listen to an audio clip to see if it sounds like gom-gom.

Pretty much playing any clip of Luffy's seiyuu actually saying it would confirm this, yes.

You do not hear the U at all on the first Gomu for any of his techniques. You do hear a U after the second, because it's followed by "no".

When ever they mention the fruit by name, you also only hear it on the second, because of the "no Mi" that follows all devil fruits.

Gum Gum will always make the most sense for the localization.

Does it really matter since he isn't a rubber man nor is his fruit really the gum gum fruit? His fruit is the Hito Hito no Mi, Model: Nika and he is a sun god man. He just has the properties of rubber.
