The combat is wildy improved (playing a sword and throwing knife build) from before, not saying the combat was bad previously, but it's just more refined now. The skill progression is a net positive in every way, loot is handled a lot better, economy is more streamlined, crafting seems better, also the city seems so much more alive with cops and gangs duking it out in the open world with car chases and random encounters.
