If you used a time machine to pluck someone out of the year 1023, and tried to explain and show the internet to them, would their brain break?

not immediately, but after some acclimation, I think they could get the general idea.

This. You could go back as early as around 1300-1600 before the language becomes incomprehensible to you, but even then, local slang and meanings would still pose issues. And the person would have no concept of electricity, and would label computers as "the devil's doing".

Certain aspects they'd probably get pretty quick. Any kind of technicals aspects would be nearly impossible to explain but stuff like email or IMs could just be explained like "it's like sending a letter, but faster"

1000 years ago, yes, no problem. Just translate it into Latin, Greek, Arabic, or Hebrew, maybe a few germanic languages as well.

Youd have a hell of time explaining what a computer is though.

It's highly unlikely that they would be able to read, no matter which language to translate it to.

If you used a regular machine to pluck someone out of modern poverty and tried to explain the real internet outside of ad-supported phone apps, would their brain break?

depends who. just about anyone that has normal cognitive functions could understand it to some degree with enough time and teaching. someone like a philosopher or other highly intelligent person would likely pick it up faster but most people could eventually understand at least the concept as they learned more and more about modern society

1000 years ago is yesterday in evolutionary timescales. Anatomically modern humans have been around for like 300,000 years, and while there is (obviously) quite a bit of debate about this, the most conservative estimates are that you could snatch a baby from 50,000 years ago and raise it today seamlessly.

The fact that we are pulling them from the past to the present helps a lot.

But I think all this "worldweb instant communication network" would be a bit lackluster compared to "strange thing does light and shows stuff with it".

You can't "see" the internet, and they will be way too busy to comprehend all the other things they can see, so they probably won't think about the internet itself that much.

People 1,000 years ago were perfectly capable of learning modern English and understanding the internet.

Obviously, their base level of knowledge is much lower, and it would take time to bring them up to speed. But they did not lack intelligence nor the capacity to learn. These people were building Cathedrals, making new mathematical discoveries, producing great literature.

They weren't cavemen who would start making excited monkey grunts if you showed them a light bulb.

I'm actually reading a manga now about a female martial artist who got transported 1000 years into the future.

A guy found her in the rain and took her in. He started teaching her the ways of the modern world and she turned into a gaming streamer to earn money >_>
