Well given that you can count the number of trans athletes competing at a high level who have had this issue on one hand I think the associations can afford it. Really, if you want to highlight how much of a non-issue this is, consider that the most high profile athlete to get a ban for an unfair advantage in terms of testosterone is actually a cisgender woman.
