I think the charge carries some weight but depending on your definition of racism it is not really racist because some people think racism is an expression of power and the colonized/colonizer relationship doesn't really reflect that. I don't think it's fair to just label all white people that given what you say about it being applied to Slavic people, or even white people who might have a history of colonialism since it is out of their control... But the neocolonial legacy continues to benefit and impoverish people all over the world.
