Whether those other people are old or young, ugly or attractive doesn't come into it. I cover myself up when changing underwear to swimming shorts or drying myself. Some men though are happy to walk around the changing room naked without a care in the world for who sees. One swimming pool I go to has a mixed gender changing room but you're only allowed to be naked within your own cubicle. You still have to shower with your bathing costume on. Gendered changing rooms have always been intentionally discriminatory towards anyone who doesn't have the specified genitalia required to enter.
