More realistically, a lot of the COVID relief bills the GOP was voting against had endowments to pet projects like some Symphony Orchestra, or provisions for mail in voting. But because the bill was titled something like "COVID Relief act" it looks terrible to vote against even if it's because half the funding is fluff shit.
