In the extremely vague sense that ADHD is an inability to focus on things and OCD is an inability to not focus on certain things, I guess so, but that's such a high-level generalization that it's basically meaningless.

One is being obsessively compulsive on certain things (one of the most common ones is cleanliness), and the other is struggling to keep focused on something unless you absolutely must be focused, and then you can become really fucking focused on it.
