When they get desperate again theyll bring him back for a 3rd time.
Theres another Sith temple cloning facility with a tank that has an antenna and its ready to receive his soul from across the galaxy. Or his evil dark side force essence is out there and will start to recombine to manifest itself again. It will reach the womb of a random slave woman and she will give birth despite no father. Hell be literally reborn and later someone will stop by to measure his midichlorian count. Oh and next time hell have another super weapon, a gas giant planet Death Star hybrid.
