Yes, there is political influence in foreign policy, but trying to hold up funds that Congress has already allocated for a quid pro quo is unconstitutional. The supreme court has already ruled that the the president can't set extra conditions on funds Congress has already allocated.

Sure, I can accept that the "terms under which we should proceed" are simply for military cooperation.

No, I clarified in a later post that the emoluments clause violations are what I'm referring to. Yes, I made the post in response to selling shirts, but that's why I clarified my point in later posts.
