Just because that group is not 100% of who is targeted doesn't mean that the rule doesn't have a racial bias attached to it, predominantly targeting certain groups.

Stop and frisk, for example, was deemed to be racist, even though the policy obviously doesn't say "frisk black people for weapons to get them in jail"

One of the best steakhouses in the country thats downtown in my city requires you to wear a collared shirt, dress pants and dont allow hats of anykind.

This is really really dumb. Most upscale restaurants have dress codes like this.
