If you don't have Windows 10, you can get a free PDF printer like Primo. Anyway, once you get it into a PDF, you can use Adobe Acrobat Reader DC (also free) to put a signature on it. In the little tools area on the right is a "Fill and Sign" option where you type your name and it makes it cursive and you can put it on like a stamp. If you're not given the option then, yes, you're expected to print it, sign it, then scan it back in signed. If you have some kind of certificate you can also sign it using Adobe. It'll import your certificate and use it to sign the document. A signature is just an affirmation anyway. In reality there is no specific legal or binding mandate that a signature has to be anything more than the consenting party visually providing affirmation of the preceding document.
