I have 2 questions:

1) I started my current job at the state government in February. I am over qualified yet content with the job and everything about it. Shortly after starting one of the much more experienced people said I should apply for a more advanced position. She even gave me a preview of a job opening before it's posted online. It still hasn't been posted yet. I'm afraid if I apply my current supervisor wouldn't like me trying to leave the position so soon and that matters if I don't get the new position. Should I stay or apply for higher paying position and when? The only people that know are people not in my unit and my boss's boss's boss.

2)There is an intersection near my house. One of the roads is 2 lanes but the left lane has a left turn only sign. There is a signal for each lane. Can the right lane make a left turn? I'll try to draw the intersection

Always try to advance your career if you can. Don't settle because of other people.

1) apply, if your boss has a problem with it just say that you just wanted to show that you are interested in staying with the department and moving up, ready to take on new challenges.

You either move up or a good boss will start helping you figure out what you need to move up.

2) no turn only lane gets the turn light. You are probably required to go straight unless there is a sign saying straight or turn.

1) Really a personal judgment call. If you're happy if your position and it looks stable, you might not want to rock the boat. However, if you're unhappy and the position offers a lot more money, it might be worth going for it. If the fact that you applied for it gets back to your boss, it probably won't be enough for them to start thinking about replacing you.

Usually there are either lines or a sign for this kind of thing. I'd suggest looking for those first. However, if there are two lanes on your side yet the lane you're turning left onto only has one lane, it's kinda implied that only the left lane can turn left.
