A friend of mine told me at his job HR told him to refer to them as vertically challenged people.

Is that the PC term now?

"Little people" generally works, particularly now that certain TV series have made it seem more acceptable.

However, I would keep an individual's actual physical size in mind before referring to them as little. I've met jacked gym rats with dwarfism and they had muscle mass than most regular people...

"Little people" is too broad and non descriptive. Kids are little people. So are just regular short people.
