The girl says the bottle is sealed and belongs to my aunt and the cop decides to cuff her for not sharing her name.

Now at this point depending on state laws maybe he has enough to detain or arrest and even the right to take her down since she wasn't cooperating. (although they'd still be ass holes)

Slamming her face into the ground repeatedly and then punching her several times in the head is not even slightly justified.

She didn't handle it the best way and was disrespectful, but the cops didn't handle it good either and also were disrespectful. It was very obvious that they let emotions get in their way when they were shown to be wrong about underage drinking. No crime was committed up until it started to get physical. As usual, the cops escalated it when they needed to deescalate.

She passed the breathalyzer, was calm and collected until the officer said you're about to get taken down (or something like that), and pushing someone doesn't deserve slamming their head and punching repeatedly.

In some states you are. But I've said they may have had a right to detain/arrest and even use force. The level of force however is inexcusable.

That's farther shown by the low charges she received and then after the release the much harsher charges she received to save face after the video came out.

Technically, this is right, the cops were in the right. But they were still assholes and this doesn't need to happen. I'm looking at it from a different angle here. The world is not a better place because of what those cops did. The beach isn't safer. Nobody's life is improved. The girl wasn't under age drinking. On a human level, there just didn't need to be more interaction after that. They just needed to walk away. But they were determined to escalate, so they did.
