Filoni wanted a ragtag group of nobodies (which is what Rebels ended up being) but Lucas was insistent that they use the established characters as main characters, which frankly I feel worked against that show. Anyway, I feel that Maul was used kinda poorly in TCW because they were just throwing another villain into a villain saturated show, and Maul wasn't really anything in that show apart from being a spiky red revenge-boner. I feel they used him better in Rebels because ended up being a dark mentor to Ezra, which shaped his character a bit. ~~Not to mention that awesome final duel with Kenobi. It's pretty bad writing to give Maul a plot line where he builds up a criminal empire, gets it knocked down and loses everything, then go on to build up ANOTHER criminal empire and (presumably) get it knocked down and lose everything AGAIN.
