Last week, Hillview Det. John Nissen was charged with official misconduct, tampering with a witness and theft by deception after being accused of the incident, which allegedly took place in September 2017. According to news outlet WLKY, a woman approached the Hillview Police Department claiming she was raped by an officer from another county. The complaint was from an alleged rape victim, and they were interviewing her, Bullitt County Commonwealth attorney Shelly Alvey told WLKY. According to Alvey, Nissen agreed to take her home, and the allegation is that when he left the police department, he actually drove her to the home of the alleged perpetrator. Nissen and another unnamed cop allegedly took the woman to a Walmart to buy her a phone, followed by a trip to a hotel where they demanded oral sex from her, the Pioneer News reported. Nissen then allegedly raped the woman. He reportedly told her it was time to move to another jurisdiction, Alvey told the newspaper. WSB-TV reported there was evidence the woman was under the influence of alcohol and drugs at the time of the alleged sexual assault. Reports of the alleged incident were discovered during an investigation of the womans first sexual assault claims, according to WLKY. In order to avoid conflict of interest, the Hillview Police Department has asked Kentucky State Police to oversee both investigations. In a statement, Hillview police chief William Mahoney said, If the allegations against Detective Nissen are found to be true, you can be assured that we will handle the matter appropriately. The alleged behaviour is most definitely not in line with the values of our agency. If convicted, Nissen could face up to five years in prison for each charge and upward of $10,000 in fines. The accused cop is currently suspended from duty.
