On further reading I think I wrote option 1 a bit too ambiguously. People who do it know what I'm talking about, but the other side is wholly unfamiliar with the concept so they might be imagining something different.

It's just pulling down the front of the underwear within the fly of the pants. You couldn't tell if someone was doing option 1 or 2 unless you looked pretty closely.

At the gym, sometimes I just pull up the leg of my shorts and aim out through there.

As for normal fly usage, it depends on if I'm actually wearing a belt. If no belt, I unbutton. If yes belt, I just unzip.

Flop out of where?

I've worn boxers and boxer briefs a lot and always did option 1. The fly is not so easy to get through, nor should it be, since the entire point of underwear is to protect.

To be fair, a majority of my public restroom usage comes when I'm dressed up because of work, and/or at a place where people are dressed similarly, and thus the idea of doing anything but using the fly seems unheard of. Undoing the belt/button would require re-tucking of the shirt, which is just wasted time.
