They actually haven't, and largely have already been decreasing due to cable cutters. The pre-games ratings increased, because people were tuning into find out what happens with the kneeling. After that, viewership dropped.

I don't think the NFL will crumble by any means, but the owners/shareholders/commissioner certainly don't like the controversy that is being brewed. In a world where cable television is already starting to struggle, this the last thing they want to happen.
