Well, she doesn't fit any of the major women (not incompetent or mean enough to be Cersei, not vindictive enough for Ellaria, not good-hearted and naive enough to be Sansa, not devious and good-hearted enough to be Margaery, not Dany enough to be Dany, etc).
I'd *almost* say Petyr Baelish since she tries to be everything to everybody while holding secret agendas, but I don't think she's *that* morally bankrupt. Likewise, I don't view her motives as being pure enough for her to be Varys although the Spider is a top contender as well for having secret agendas. In general, Hillary is reasonably capable, she's able to engender deep party loyalties, she openly admits to carrying secret agendas, she's elitist (which ties back to her inner circles and, coincidentally, is the root of any incompetence), she's ethically challenged, and she uses her position to enrich herself. The fact that she also rose from relatively humble beginnings and is overly ambitious *does* kind of lean her Baelish's way Mead posted... Queen of Thorns Olenna is wise and cunning, though. Oh, plus Bill Clinton and Trump both strongly fit Robert Baratheon. They're larger than life, often more interested in fun than running the government, known for extramarital activities, etc. Granted, since Bill married a woman as cold as Cersei, maybe he's the better Robert.
