Could have sworn they explicitly said transformations were not going to be separate characters. I'll tolerate it as long as SSB are the only exceptions, can't think of any others actually worth counting separately.

It looks like so far you only transform once like with Frieza to Golden Frieza so maybe they thought letting some do it more than once or twice would be overkill. You can't really not include the Super Saiyan Blue forms since they're new. I'm waiting for Ultimate Gohan to be announced ... Copied to Clipboard!

technically Bulma's never officially been playable, but you can hack her into Budokai 3 and also all the parts to make her are in Xenoverse 2

Young Chi-Chi was playable in Budokai Tenkaichi 3, adult Chi-Chi in Super Dragonball Z.
Normal Bulma wasn't playable anywhere that I know of, but Movie Bulma was in the Dragonball Evolution game. Actually was pretty fun to play as, one of her specials would drop motorcycles on the opponent's head. Not that it was a good game, but it was fun to laugh at for a while. --- Look into my eyes! I think Mr. Popo is the most notable combat-capable character to never be playable. Even King Kai has been playable before. Aside from that all that's really left are henchman-type characters, movie-only characters, and characters from when Goku was a child.
