This is wrong. There's some overlap, but the group of people who the individual mandate incentivizes to buy insurance are the people who don't think buying insurance is worth it to them. That depends on how old you are and how much you make. I do agree the subsidies should be income-dependent, or even better, wealth-dependent (although it's harder to do wealth-dependent as you can't just tie it to income tax).
