that is traditionally the role of the minority party, yes. when there are no changes offered that the minority party wants, they have no reason to help.

when the negotiating style is all stick and no carrot, and visible divisions among the other side are present, you can let their own members prevent them from accomplishing anything.

the GOP healthcare bills at present were all designed with carrots for their own members, not for dems. they were never expected to garner any dem votes.

a full repeal would have even fewer, and since it won't be symbolic this time, anyone with reservations will not support it.
