I guess there are ways to make it more likely like with a cute charm and what-not. I just have been doing something different in this run through and attempting to catch literally every wild Pokemon I come across, and so I was doing the run about in the tall grass like normal and was so thrilled to run into this. I needed a 6th for my Party, too.
