I hate to say it, but Dewgong would be a really lame winner for Water. There are just way too many far more interesting Water types to compete with.

Dewgong winning Ice wouldn't be quite as awful, but there are a few Ice types I like far more than it as well. Actually come to think of it Dewgong is kind of bland...

Surskit, Joltik, Flygon, Froslass and Empoleon, respectively. I wouldn't mind a redo of all of them, just to have them be done on this board, and because I wasn't particularly satisfied with any of those results.

These results are AWESOME! Well, I'm not a big fan of Empoleon, but I like the other results. My ideal winners, though, would be:
