Cause the Mayor was awesome, hilarious, and unique. Plus he had a really strong connection to Faith who had a strong connection to the Scoobies.
Oh, no doubt. It was all the strength of the actor and the dialogue that made him great, it's just funny that the villain with the least connection to them is also the best.
