Not voting in this, or voting present when they could have joined their 58 colleagues in voting against it, is tantamount to voting for it, so yes, if 95 voted yes on this, 58 voted no and another 60 didn't bother actually voting for or against it, those 60 essentially said they're fine with it or otherwise don't have the will or donor support to vote against it.

No it is not voting for it if they voted present or didn't vote. Sit down they have their reasons. Focus on the 95 that actually voted yes
