"Let's open up this awesome, massive tourist attraction right in the depths of the pandemic, then close it just before the country opens up so no one outside of Japan gets to see it!". The initial planning and construction began well before covid, and it was always planned to be a limited time attraction since the dock wasn't rated to hold the weight of the Gundam or supports indefinitely.
