Economic incentives only go so far if more and more women realize they might be happier without children than with them.

The gender pay gap is also largely driven by the effect of having children so that makes sense. Only children see significantly better outcomes due to more resources as well. Societies just need to adapt to falling birth rates instead of attempting to dodge them.
