No, this is right-wing propaganda they've repeated over time to depress voter enthusiasm and turnout because that benefits them.

In 2016 Clinton lost TX to Trump by less than 3m. There was about 8-10m eligible voters that year who could have voted and didn't either due to gerrymandering or because attitudes like yours has led to people giving up over time and had the 3rd lowest voter participation that year. If she had just gotten 3m more votes in TX she would have one of "the reddest states in the nation". I believe Biden had an even smaller margin of loss in 2020 than Clinton had in 2016.

Also Arizona and Georgia were considered red states that Dems would never win, and yet they won them in 2020 due mostly to new voter turnout.

For a lot of states "my vote doesn't matter" because millions of people believe that. That's why Republicans go so hard on voter suppression and removing people from voter rolls. The majority of the U.S. doesn't vote, if millions more would the makeup would dramatically change.
