On second thought that did come off weird. Just using my mother's job as an example, she's in a well-funded district that's never been understaffed and has more than enough resources available at a moment's notice. For underfunded schools the lack of resources and competent/motivated staff is clearly a huge issue, but from what I hear on a consistent basis, the larger elephant in the room seems to be a combination of younger people becoming progressively dumber, less social, and more cruel while their parents seem to turn a blind eye and become combatitive whenever the finger is pointed at them.
