so how and why did moldaver lead some raiders into the vault? she seemed to be a prominent person in the NCR, so why not take NCR troops instead of wild raiders?
because hank nuked shady sands and in new vegas, it basically says throughout the game the NCR is on the verge of collapse. its very likely between the war in the mojave and shady sands getting nuked that the NCR is gone, which is fucking stupid since the BoS still exists in a now stronger form
