Supposedly, they feel that just kicks the problem down the road. It's not entirely wrong that it's still possible to build up multiple 200-250 karma alts to evade bans, but it takes significantly more effort to do it more than once, and the problem can be pretty easily solved by using usermap axes and doling out larger karma penalties for serious/repeat offenses. If, say, it took 250 karma to post on CE (or any other board they wanted to restrict), getting suspended/purg'd more than once a year carried a 500 karma penalty, that penalty was applied to every account on a usermap, and negative karma accounts lost access to all social boards permanently, the problem would almost completely go away without doing anything to affect veteran users.

Building up 250 karma on alts takes a while, but is doable. Building up 250 karma on alts that only get one shot at trolling and are at risk of being taken down with your other accounts if you use the same IP address to access them? That's close enough to impossible that it would take negligible mod resources to deal with the occasional hyper-dedicated troll that pushed through the cracks.
