The biggest problem is that the goal of a game is a puzzle with a single solution. The visionaries only exist on the maps at certain times, under specific circumstances, and cannot be killed otherwise. The game could have been amazing if you did the loops until you learned their schedules and interactions with other characters and then killed them as you saw fit.

Like imagine if you could lure everyone to the big party at night. Like maybe two have to be killed by traps you set up; one will try and escape the map if you start a gunfight, so either you kill them first or haul ass to catch them before they leave. Would have been an incredible achievement.

That is one of my problems with Arkane in general: They are inspired by a lot of immersive sims, but don't implement the concepts fully enough that you end up having all of the choices endemic to them. They give you the illusion of choice, but if you want to beat the game you have to follow the path they determined is the best. Both Dishonored games had that problem, Deathloop has that problem, from what I have heard Prey also had that problem.
