The biggest problem is that the goal of a game is a puzzle with a single solution. The visionaries only exist on the maps at certain times, under specific circumstances, and cannot be killed otherwise. The game could have been amazing if you did the loops until you learned their schedules and interactions with other characters and then killed them as you saw fit. That is one of my problems with Arkane in general: They are inspired by a lot of immersive sims, but don't implement the concepts fully enough that you end up having all of the choices endemic to them. They give you the illusion of choice, but if you want to beat the game you have to follow the path they determined is the best.
