That might be even worse. The whole point of Custodes is that they were directly crafted by Emps with a limited allotment of resources, the labor of love (so much as Emps can love) artisan craft brew to the mass-produced light lager that is the Marines. There can't be more Custodes. Emps has to make them directly, and not only does he lack incentive to do so currently, he's also a bit preoccupied. Fun thing about fiction is that you can come up with reasons to overcome all those things.
