Without reading it, is it because Salt Lake City is willing to use taxpayer money without the direct consent of their people to entirely pay for an overpriced brand new state of the art arena with an agreement that all profits go directly to the private hands in the NHL rather than back into the public purse? The usual logic for that sort of thing is that the arena will bring in more money from other shows and boosting local businesses so it will pay for itself (eventually). It's usually a lie, though. As for "the direct consent of their people", governments don't give a shit about that, and never have. At best they'll fake it until they see how much they can get away with.
