Our whole foreign policy has been based off keeping most of the world weak militarily and monopolizing power. It is a symbiotic relationship: the countries protected can focus more on domestic issues and America can pump its military (the biggest employer in the US and the biggest part of our discretionary budget). Plus America can't stand being told what to do on just about anything, so under this system they can boss everyone around without fear of being bossed around themselves. It is pretty much new world order, but America is the order.
