I have to say I am really surprised someone would accuse Part 1 of explaining space geopolitics. They definitely explained the relation to the various houses to the Empire, Arrakas, it's long-time owners, who is getting those mines and "why", and Paul was constantly taking in information about the planet, species, spice, as well as having people explain things to him.
