I dont think its about hiding or lying to themselves, its about keeping up the minimal international diplomatic pretense to avoid their funders being forced to condemn them or actually take meaningful action against them.

They have a problem- Palestinians living in land they want to occupy with Israelis -and they are trying to solve that problem while just not quite crossing the line into a point where another power feels the need to intervene. Thats how you see terms like voluntary migration as be touted by Israels leaders. Their efforts and words all have the form of ethnic cleansing, but they know they cant say outright that its the goal.
