There's no way he's getting 270, so yes it would go to the house. That's why he'd have to get at least third in the EC, because the house is only allowed to choose between the three candidates with the most EC votes.

Edit: also, the house vote is even more stacked against Democrats than the EC is, since each state gets one vote regardless of population. I don't know off hand whether DC gets a vote since they're not a state but do get EC votes. Using the 2020 election results it would be a 25-25 split, with DC going blue if it does get a vote.
