Been replaying From Soft games, and currently working through DS2(as well as Sekiro). DS2 definitely has improvements in it's combat, and some aspects of it's design. The problem is that its level design is a combination of Demon's Souls and Dark Souls and instead of being a coherent design, it's all over the place. This was more or less perfected in Elden Ring, but I also disagree with the idea that Demon's Souls and Dark Souls both had linear progression. You can still tackle things in those games in almost any order if you wanted to, DS2 just made it 'easier'.

The fact that DS2 design isn't as polished as Elden Ring, Dark Souls, or even Demon's Souls makes it a lot harder to get back into. And like I mentioned I'm also playing through Sekiro, and while being a more linear experience the amount of polish throughout every design in Sekiro is making me appreciate it a lot more, especially in comparison while playin DS2.

Dark Souls 2 is still better than most games, but I'd pretty comfortably put it at the bottom in comparison to modern From games.
