The only reason you got XIV at all instead of XI just going on forever is because they completely screwed the pooch on XI and had to redo everything all over again just to get people to play. It was probably more they were beginning to hit hard physical limitations. Being designed for old consoles started becoming a huge issue as the number of working PS2 devkits (that's what the game's built on btw) dwindled, and they even started having to free up space in old/unused content because they simply didn't have enough slots for any new abilities and enemies.
