They can, but they're generally shallower wounds that don't close as quickly, so it's a lot easier to clean them. Bites tend to be deeper and smaller, so they don't stay open for very long and are much harder to clean out. There's also a broader range of dangerous bacteria living in cats' mouths (including the same bacteria they get on their claws thanks to cleaning themselves, only in a warm, moist environment where they can last much longer).
