If God doesn't want anyone to go to hell, he could just... not send them to hell.

God would not be God if He were unjust. Sin separates us from God. Because God is perfect, He cannot allow evil to go unpunished. And yet God still loves us. So He came down in the flesh to die for our sins. To take our justified punishment so we won't have to. This is the gift of grace.

For those who believe in Him, they shall not perish but have everlasting life. No one has to go to Hell. Everyone has the free choice to decide whether or not to follow God or to deny God. God has already paid the price. Now it's up to you whether you want to follow Him.
