If Bob signed for the package Joe delivered, then later tries to claim it wasn't delivered, Joe can pull out the signature and compare it to other examples of Bob's handwriting to prove that Bob is lying. Of course, if Bob intends to lie, there's nothing stopping him from giving a phony signature when the package is delivered, so it's not exactly the most secure system.
