Any time that I've been about to get this, the opponent retreats (when I'm NOT in control of all three yet), it's getting incredibly frustrating. Use decks that can win a lot of lanes. My Ultron deck wins a lot of locations like that! Add tricky stuff like Storm and Hobgoblin to secure locations as well. And usually it's only clear that I'm going to win all lanes the very last turn. It's a useful deck for the "win with 4 people in a location" challenges too.
