It's not open and shut at all, or if it is it's in the other direction. Residence is about the intent of the person. For example, college students may have a residence at their parents' home because that is where they return during the Summer, on breaks, etc. and that is where they subjectively view as their home and to which they intend to return.

She has a place in the district. She declares that it is her home. Unless she's confessed that it isn't or something, I don't see how a jury could find her guilty beyond a reasonable doubt. Her residence does not have to be the place where she spends the most time - for example, DJT transferred his residence from New York to Florida at a time when he actually spent the most time in DC. Dick Cheney transferred his residence from Texas to Wyoming so he would be eligible to be VP under Bush. It was a subjective thing.
